There are two different types of power within congress. You have your Implied power and your expressed power. Below you will find the difference between the two and the meaning of them both .
Implied Powers

Implied Power
An implied power is one that is written in the constitution but is not out right stated. You kind of have to "imply" that it is there.
EX: Can pass unspecified laws if necessary for the country to remain the way it is.
EX: Have the right to create laws that are necessary and proper.
EX: Power to create any law required in order to fulfill the united states constitution.
EX: Power to purchase land, pending congress and approval
EX: Government can use any means necessary to enforce preserve and protect the constitution.

Expressed powers are things stated directly in the constitution that congress can and can not do.
EX: Establish post offices and post roads
EX: To borrow money on the credit of the Unites States
EX: To define and punish piracies and felonies committed on the high seas, and offenses against the law of nations.
EX: To provide and maintain a navy.
EX: To declare war, grant letters of marque and reprisal, and make rules concerning captures an land and water.
